The City has adopted and is enforcing the IBC 2000 (International Building Code). The IBC 2000 requires compliance with the ASME A17.1 safety code for elevators and escalators 1993 including 1997 and 1998 addenda.
Alexandria (city), Virginia

Prince William County, Virginia
The County has adopted the VUSBC 2003 (Virginia Uniform Statewide Building Code). The VUSBC 2003 requires compliance with the ASME A17.1 safety code for elevators and escalators 2000. NOTE: As of May 1, 2009 the County is adopting and enforcing compliance with the VUSBC 2006 code which will require compliance with ASME A17.1-2003.

Pennsylvania (state/commonwealth)
Maryland (state)
The State of Maryland has adopted the ASME A17.1 safety code for elevator and escalators 2004 with 2005 addenda. Check with each county for building code requirements.
Federal Government
Unless stipulated, most federal facilities are inspected under codes enforced by the jurisdictions in which they are located.
